WHAT ARE ANDREW CUOMO'S PROPOSAL FOR RESTORING ETHICS IN ALBANY? THE FULL TEXT OF HIS ACTION PLAN ON ETHICS FOLLOWS: CHAPTER 1: Clean Up Albany: Restoring Trust & Accountability Reform New York’s Ethics Laws 1. Independent monitoring and enforcement of ethics laws. Currently, our State government’s ethics laws are policed by separate entities without the independence necessary to ensure that violations are fully and fairly investigated and prosecuted. In particular, the Legislature essentially polices itself rather than making its members subject to investigation by an independent body. As Governor, Andrew Cuomo will fight to eliminate the existing oversight bodies and establish an independent State ethics commission with robust enforcement powers to investigate and punish violations of law by members of both the executive and legislative branches. 2. Outlaw "pay to play." |

From Evans To Eden To The Falls, Panepinto Is Gathering Supreme Court Support |

PANEPINTO BACKED BY BUFFALO PBA, UAW, AFSCME When Catherine Nugent Panepinto was a young AFL-CIO labor organizer, working to help poor people in Arkansas and Louisiana to organize so their children could someday lead better lives, she probably never dreamed that she'd one day be running for the NYS Supreme Court. Yet, right now, these two highly disparate strands of her life seem to be magically coming together as her campaign garners one labor endorsement, the latest being that of the Buffalo Police Benevelent Asssn. "I think members of organized labor in the Eighth Judicial District appreciate the fact that I have a strong labor background," she explains. "I believe they understand that I would always be fair to them and always undertand their concerns." Among the union groups which have come out for Panepinto so far are ; The United Auto Workers Region 9 WNY Community Action Program; the Communications Workers of America, WNY Council; AFSCME Local 850; the United Food and Commercial Workers, Local One; and the Laborers International Union of North America, Local 210. |

Kennedy: Job Creation "Issue Number One" |
|
Written by Glenn Gramigna, Editor

|
KENNEDY UNVEILS JOB CREATION STRATEGY "Hardworking Western New Yorkers need good-paying jobs," said Tim Kennedy, a candidate for New York State Senate, as he unveiled his job creation strategy Wednesday at Industrial Support Inc., a Buffalo-based manufacturing facility. Standing in the local factory that President Barack Obama visited just a few short months ago, Kennedy outlined his plan to spark economic development and create jobs in Western New York. As chairman of the Economic Development Committee in the Erie County Legislature, Kennedy has worked directly with business owners to help them survive and thrive. Calling job creation "issue number one," Kennedy said he plans to continue his commitment to small business in Albany by striving to reduce the burden that New York State places upon them. "To revive our state and regional economy, we must break down the barriers to doing business here," Kennedy said. "We need to unleash business from the state’s stranglehold of excessive taxes and fees, so that companies don’t continue to relocate to more business-friendly climates." |

Golombek On Hoyt, Other Leg Incumbents: Throw Them Out! |

Written by Glenn Gramigna, Editor

CHALLENGER REACTS TO HOYT CRITICISM OF JOE'S RECORD RE THE WEST SIDE: "SAM'S REPRESENTED THE AREA TWICE AS LONG!" Democratic Assembly candidate Joe Golombek's reaction to the recent passage of the NYS budget, 125 days late, is pretty clear: "Outside of Assemblymember Mark Schroeder, they should all be thrown out," he declares. "I feel that Schroeder is an exception because he is truly independent. The rest of them just went along with this disaster. They only pretended to be independent. The voters of New York should be outraged by the fact that the state budget was passed 125 days late. The rest of us have deadlines we have to meet in our lives and work or there are consequences....But, not our state legislators." As for his opponent Sam Hoyt's criticism of the North District Common Council Member's record re the West Side and Black Rock, as printed in this space yesterday, Golombek has this to say: "Actually, Hoyt has represented these areas twice as long as I have," Golombek points out. "So if there are problems in those communities, he is the one who should take some responsibility." Far from being a cheerleader for Albany's many works, the Councilman takes a decidedly dim view of the Legislature's recent efforts. |

Rybczynski: "Disgusted" By State Budget |
|
Written by Glenn Gramigna, Editor

Rybczynski: State Budget Unfair to Working Families Democratic Assembly contender Brad Rybczynski, ON THE NEW STATE BUDGET: "This new budget includes $1.5 billion in new taxes and fees, which means average New Yorkers will have to spend more money on everyday needs," said Rybcyznski. "Included in the revenue bill of the state budget was the reinstatement of the tax on clothing purchases under $110, which will adversely impact the lives of millions of middle class New Yorkers who are struggling right now to buy school clothes for their children. Many of these famlies are already struggling due to the difficult financial times we are going through. This change can only make things worse. I am thoroughly disgusted with the state legislature for choosing to raise taxes and fees on the hard working families of the 146th Assembly District and all of New York." |

Hoyt: Get Rid Of The Incumbents Who Aren't Producing, Not Me |
|
Written by Glenn Gramigna, Editor

|
CALLED BY ED KOCH, "A HERO OF REFORM," SAM HOYT IS TOUTING HIS RECORD OF PRODUCING FOR HIS DISTRICT Assemblymember Sam Hoyt has a ready answer for those who believe that throwing all incumbents out is the answer to Albany's perennial woes: "Maybe we should throw out the incumbents who aren't producing for their districts, but not me because I am producing," he declares. "Look at my record. I've brought back millions of dollars for Buffalo's school system. Through the Restore New York program, I've gotten $10 milliion in state funds appropriatd for demolition and rehabilitation of homes in Buffalo. I've gotten money for the Niagara River Greenway project. I've given a great deal of help to the restoration of buildings downtown and in other places through my sponsorship of the Historic Rehabilition Tax Credit. The list goes on and on." "At the same time, I have supported efforts to reform the way we do business in this state," Hoyt continues. "No wonder former New York City Mayor Ed Kock came to Buffalo recently and called me a 'hero of reform." So why does he have a primary opponent, then in the form of respected North District Common Member Joe Golombek? |

Egriu: "Let The Voters Decide" |

CONGRESSIONAL CANDIDATE PLEDGES TO "FIGHT TO THE END" AGAINST BALLOT CHALLENGE FROM CONGRESSWOMAN...WINS FIRST ROUND WITH STATE BOARD OF ELECTIONS Democratic Congressional candidate Eddie Egriu is pledging to "fight to the end" against challenges to his right to compete on the Sept. 14 primary ballot coming from the campaign of Congresswoman Louise Slaughter. "We should just let the voters decide," says Egriu. "I'm not a wealthy member of Congress. I'm just an average businssman and taxpayer who is exercising his right to run for public office. So I am asking my opponent to call off the dogs and allow the Democratic voters of the district to decide this race, not a group of fat cat lawyers and from a Republican law firm at that." Actually, the Egriu campaign has had pretty good sucess so far on the legal front, recently passing muster with the NYS Board of Elections which ruled last week that the Queen City contractor's campaign has garnered enough valid signatures to get on the primary ballot. The next step is a Supreme Court hearing scheduled for early this week before Judge Drury. |
